In the question of who is to blame for the total governmetn shutdown, the answer is politics. So much political debate has happened that everything will have to shutdown. Some blame the Republicans, others blame The Conservative Tea Party, or even the Democratic party. I personally blame Boehner for his rash actions in making Obama abandoning his position to try and close the White House. To me, it seems saving over billions of dollars sounds good in our economy right now.
